Site Background:
The Davie Landfill is located at 4001 S.W. 142nd Avenue in Davie, Florida. The Davie Landfill covers 210 acres and began operation in 1964 with the startup of the county's garbage incinerator. Ash from the incinerator, construction debris, and demolition debris, was placed in the landfill. In 1975, the incinerator was closed because its emissions failed to meet new air regulations. At this time, a sanitary landfill was constructed for disposal of municipal solid waste. The sanitary landfill also accepted construction debris, tire, and other wastes. Between 1971 and 1981, a basin area at the landfill was used for the disposal of grease trap material, septic tank sludge and treated municipal sludge. In the early 1980's, EPA confirmed that cyanide and sulfide were present in the sludge in the basin area. All landfilling activities ceased in 1987. In 1988, the Broward County Public Health Unit found vinyl chloride contamination in private wells south of the site. In the early 1990's, further sampling by Broward County, confirmed that vinyl chloride and antimony had contaminated the groundwater in the area.

Cleanup Progress: Construction Completed
EPA required Broward County to remediate the contaminated sludge and groundwater at the landfill. At the same time, Broward County was in the process of officially closing the landfill in accordance with the appropriate State landfill closure regulations. The closure of the landfill was completed in 1995.

The first of two Records of Decision was issued by EPA on September 27, 1985, and required Broward County to excavate, dewater, and stabilize the contaminated sludge, place the stabilized sludge in a cell in the sanitary landfill, and cap the cell with a protective cover. This work was performed by Broward County in 1989. Additionally, while the contaminated groundwater was being studied and a cleanup decision was being made, Broward County provided connections to the municipal water supply system for affected residences near the site.

A second and final Record of Decision was issued by EPA on August 11, 1994, and determined that due to the low levels of groundwater contamination detected, the contaminants could be addressed by natural processes with regular monitoring of the groundwater.  By September 2003, the groundwater monitoring data demonstrated that the cleanup standards had been achieved and on August 21, 2006, the Site was deleted from EPA’s National Priorities List.

Currently, 160 acres of the 210 acre landfill are being used by Broward County as a public park.  Vista View Park opened in July 2003 and provides much needed park facilities to Broward County residents.  For more information, please visit the reuse success fact sheet at the top of this web page.

Because hazardous materials remain inside the landfill above levels that allow for unlimited use and unrestricted exposure, Superfund law requires EPA to conduct ongoing statutory reviews no less than every five years from the start of remedial actions.  The first five-year review was conducted in March 1994, the second in May 2000, and the third in December 2005.  These reviews all concluded that the selected remedy remains protective of human health and the environment.  The next review is scheduled to be completed in 2010.
